URD as you call it is not even in the NEC and can’t be used but if you are talking about USE or some type of approved underground wire then it must be part of a cable assembly or in conduit of some sort.

According to Southwire that would not be compliant to have bare aluminum in a conduit underground because the minerals in the earth will seep into the conduit and possibly corrode the aluminum. The closest I can find in the nec is for grounding electrode conductor.
